That's what it looks like, but I strongly suggest you check it anyway.
You don't need to put the airplane on jacks, Just bump the gear CB with the gear handle in the up position. and the nose gear will break. Then take a knife blade to check that there is a steel crossbar in the spring guide.
If there is, that's one worry you won't have, but the symptoms sound like this could be an issue.
Let me know what you find,

Cessna T210L Nose Gear Actuator was created by Michael Martines
I have been having some intermittent electrical issues with my gear and when I was cleaning my limits switches I noticed that the Spring Clip was not connected to anything. I've been looking through manuals and can not find its purpose. I have attached the actuator diagram and it is part number 10. If anyone knows what its purpose is can you please let me know?
